In a saucepan, whisk together the cacao powder, maple syrup, oat milk, tahini, and salt. Cook over medium-low heat and simmer for 2 to 3 minutes to combine. If the mixture is too thick, add 1 to 2 tablespoons of oat milk. Remove from the heat and stir in vanilla extract. Let cool.
